Russia’s offensive potential is exhausted, Ukrainian intelligence chief says

The Russian military has exhausted its
offensive capability, and can realistically be effective only in defense,
Ukrainian Military Intelligence chief Kyrylo
Budanov said in an interview with Rizni Liudy YouTube channel on May 16.
"Their offensive potential is completely exhausted, they now have a serious potential for defense," said Budanov.
According to the Military Intelligence, Russian forces in Ukraine have built a layered and effective defense.
"But this is no longer the Russian army that could conduct serious offensive operations," he adds.
Earlier, Director of U.S. National Intelligence Avril Haines stated that Russia is unlikely to conduct a "significant offensive operation this year," due to a lack of ammunition and personnel – regardless of whether the Ukrainian counteroffensive is successful or not.
