NATO leaders announced a commitment to provide long-term security assistance to the Ukrainian Armed Forces, said NATO summit joint declaration, published on July 10.
This step is aimed at strengthening Alliance's deterrence and defence, bolstering long-term support to Ukraine so it can prevail in its fight for freedom, and deepening NATO’s partnerships.
"We confirm our determination to support Ukraine in creating forces capable of resisting Russian aggression today and deterring it in the future," the document said.
"We intend to provide a minimum base funding of EUR 40 billion ($43 billion) over the next year."
NATO pledged to provide long-term assistance to the Armed Forces, not limited to support only in 2025, in order to "ensure a stable level of assistance to Ukraine in the field of security, taking into account Ukraine's needs, national budget procedures and bilateral security agreements that Alliance members have concluded with Ukraine."
The obligation extends to expenses related to the provision of military equipment, assistance, and training to Ukraine, in particular:
- procurement of military equipment for Ukraine
- material aid provided to Ukraine
- expenses related to maintenance, logistics, and transportation of military equipment for Ukraine
- expenses for military training for Ukraine
- operational expenses related to the military support supply to Ukraine
- investment and support of defense infrastructure and military equipment
- all contributions to NATO trust funds for Ukraine, including non-lethal aid.
These obligations will take into account all support to Ukraine from the Alliance in accordance with the above criteria - regardless of whether it is provided by NATO, bilateral, multilateral or any other agreements with Ukraine. In order to share the commitment, NATO members "will try to fulfill this promise through proportional contributions, including taking into account their share of GDP," the declaration said.
The heads of state and government plan to review NATO members contributions next year at the summit in The Hague. It is also possible to review the aid amount at future NATO summits based on Ukraine's needs.
