Ukraine’s path to victory in the war with
Russia lies through cooperation with the EU, President Volodymyr Zelenskyy said
at a Council
of the European Union meeting in Kyiv on Oct. 2.
Zelenskyy has urged Brussels to take new political steps concerning integration, diplomacy, sanctions, and military support for Ukraine. In particular, Ukraine requires more air defense systems ahead of the winter season, when Russia is likely to resume its missile strike campaign against the Ukrainian energy infrastructure.
"We need more of such [air defense] systems — specifically, a few [U.S.-made] Patriots to defend our southern regions could dramatically shift the situation and largely render Russian terror ineffective," Zelenskyy said.
On Oct. 2, an away meeting of the Council of the European Union took place in Kyiv, attended by foreign ministers from all 27 member states. This was the first-ever council meeting of this kind held outside the current EU borders, noted Ukrainian Foreign Minister Dmytro Kuleba.
The meeting's agenda discussed a proposal from the EU's High Representative for Foreign Affairs and Security Policy, Josep Borrell, to commit to long-term financial obligations for military assistance to Ukraine, as well as to support the supply of modern fighter jets and missiles funded by the EU.
Borrell had previously said that he proposes to allocate EUR 5 billion annually for this purpose from 2024 until the end of 2027.
