Ukraine’s Economy Ministry outlines reservation system for essential employees
The Economy Ministry published
the algorithm for a reservation system allowing key employees eligible for
military service to receive a temporary deferment from mobilization for up to
12 months, ensuring the continued operation of state authorities, local
governments, institutions, and critical enterprises.
The algorithm for government agencies includes the following steps:
- Lists and certificates are submitted to the Defense Ministry (or the Security Service or the Foreign Intelligence Service) for approval
- Approved lists are submitted to the Economy Ministry
- The Economy Ministry reviews the lists and makes the final decision on the reservation, which is sent to the Defense Ministry and the state body.
- The state body issues an extract of the Economy Ministry's order on the reservation to the employee and notifies the Territorial Recruitment Center (TRC).
Companies, institutions, and organizations regardless of their ownership, must:
- Submit proposals for critical designation to the appropriate government agency
- Lists of employees liable for military service are approved by the Defense Ministry
- The approved lists are then submitted to the Economy Ministry for review and reservation decisions, which are sent to the Defense Ministry and the state body
- The company issues an extract from the Economy Ministry's order on the reservation to the employee and notifies the TRC.
Algorithm through the state-run digital platform Diia:
- Information about the company is entered through Diia, where the Economy Ministry verifies and approves the information to form the Unified List
- The company submits its list of employees liable for military service through Diia, followed by automatic verification of data and generation of booking extracts.
A simplified procedure is in place for certain enterprises that are critical to the economy, including the fuel and energy sector, utility management, media, and international transportation. At least three criteria must be met to qualify for the critical category such as the amount of taxes, revenue, strategic importance, average salary, absence of debt, and others.
