Senior Kyiv city official suspended for negligence after three die trying to access locked bomb shelter

A senior official in Kyiv City’s State Administration has been suspended over his involvement in an incident where three people died while trying to access a locked bomb shelter during a Russian air raid on June 1.
Roman Tkachuk, the director of the city’s municipal security department, was suspended on Sept. 13 amid a criminal investigation into negligence resulting in death, the city’s prosecutor's office reported.
The prosecutor’s office said Tkachuk, who held his position since 2018, failed to properly monitor and maintain the readiness of the city’s bomb shelters, resulting in unnecessary deaths and injuries.
A 33-year-old woman, a 34-year-old woman, and her nine-year-old daughter were killed in the June 1 incident while trying to access a locked bomb shelter at a municipal polyclinic.
According to one of the deceased’s husbands, a large group of people had desperately tried to access the shelter during the air raid, but to no avail.
Four people were subsequently charged with criminal negligence. A guard who worked at the polyclinic was detained for two months before pleading guilty, admitting he had failed to plan for enough time to unlock the shelter after the air raid siren started.
