Russian dictator Vladimir Putin plans to travel to China for
the Asia-Pacific Economic Cooperation summit chaired by Xi Jinping but is
likely to skip the G20 summit in the United States, which Donald Trump will
attend, Bloomberg
reported, citing sources.
People close to the Kremlin said Putin plans to attend an
APEC summit in person for the first time since 2017. The meeting will be held
in Shenzhen, China, on Nov. 18–19. The chances that he will attend the G20
summit in Florida alongside Trump are very slim.
Bloomberg reported that Putin’s foreign travel is
constrained by sanctions, security concerns and the International Criminal
Court’s 2023 arrest warrant in connection with the illegal deportation of
Ukrainian children. He nevertheless visited Mongolia in 2024, even though it is
a party to the Rome Statute, the treaty that established the ICC.
Since Russia launched its full-scale invasion of Ukraine,
Putin has also visited China, India, the United Arab Emirates, North Korea,
Vietnam, several former Soviet republics and the United States, where Trump
hosted him in Alaska in August 2025.
Trump and Putin also spoke briefly on the sidelines of an
APEC meeting in Vietnam nine years ago, but they did not hold formal bilateral
talks.
Russian officials have virtually no expectation of progress
in negotiations on an agreement to end the war before the G20 summit and are
becoming increasingly frustrated with Trump’s special envoys Steve Witkoff and
Jared Kushner, the sources said.
Bloomberg noted that Ukrainian President Volodymyr Zelenskyy
could also attend the G20 summit.
Zelenskyy previously told DW that he was ready to meet Putin
at the G20 summit in Miami.
“Yes, of course. We have to come. We have to meet, talk and
make decisions,” he said.
The G20 leaders’ summit in Miami is scheduled for Dec.
14–15, 2026. On Sept. 2, Trump said he had not yet decided whether to invite
Putin to the summit, which Putin has not attended since 2019.
Zelenskyy has repeatedly expressed readiness to meet Putin
in person. The Kremlin, meanwhile, has refused talks at the leaders’ level and
cynically said that a meeting with Zelenskyy could take place in Moscow.
