Opportunity for Ukraine's counter-offensive may close by end of 2023, Czech leader says

Ukraine's window of opportunity to make military progress in its counter-offensive will "more or less" close by the end of this year, Czech President and former NATO senior general Petr Pavel said at the NATO summit in Vilnius on July 11.
In an interview with the New York Times, Pavel said this window was due to the upcoming presidential elections in the United States and other countries allied with Ukraine.
"Whatever is achieved by the end of this year will be the baseline for negotiations," Pavel stated.
The Czech president's statements differ in rhetoric from those of other leaders at the NATO summit in Vilnius, who spoke of their continued commitment to Ukraine and support, including military aid, "for as long as it takes," without providing an estimated window.
This is not the first such statement by the Czech president. Earlier, Pavel said that Ukraine has only one attempt at a successful counter-offensive. He then clarified his statement, saying that this only concerned the counter-offensive in 2023.
However, Pavel has consistently voiced his support for Ukraine and that his country would continue to provide aid long-term.
