Ongoing recruitment efforts do not negate further conscription campaigns for Armed Forces, says Defense Ministry
The Ukrainian military’s ongoing recruitment efforts are not a substitute for conscription, but a complement, explained Defense Ministry spokesperson Illarion Pavlyuk on national television on Dec. 22.
According to Pavlyuk, there is a common misconception that the military relies on voluntary recruits. Instead, recruitment provides an avenue for individuals willing to join the Armed Forces voluntarily choose from various specialties. However, this does not imply that only volunteers will be accepted, nor does it limit choices to non-combat roles.
"Recruiting is primarily a service improvement, an approach to mobilizing individuals willing to serve in the Armed Forces,” he stated.
“We offer them the opportunity voluntarily, without waiting for mobilization or a draft, to join the Armed Forces and offer a choice of specialties.”
He reiterated that the military has a significant demand for individuals with diverse skills and specialties.
While the Defense Ministry aims to recruit as many individuals as possible through voluntary means, Pavlyuk said that the army’s commitment to defending Ukraine remains steadfast.
"We will still recruit the number of people needed," he added, indicating that conscription will continue to be a crucial component of ensuring the nation's security.
Defense Ministry Rustem Umierov approved a new doctrine for the military, called the Concept of Military Personnel Policy of the Ministry of Defense, in November. This doctrine is intended to stay in place until 2028. It encompasses changes related to recruiting, conscription, contract service, and the military registration system.
