The Ukrainian Parliament plans to allow banks to disclose banking secrecy information upon requests from the Justice Ministry or notaries, the Reintegration Ministry announced on its website on May 23.
A total of 228 MPs voted in favor of Bill No. 9235 in its first reading at a plenary session.
The bill allows notaries to request banking secrecy information to establish guardianship over the property of individuals declared missing or those who have disappeared under special circumstances.
It amends the law "On Banks and Banking Activity" to allow the Justice Ministry to request banking secrecy information to locate property, funds, and other assets of political parties banned by the court, individuals subjected to sanctions, and in cases involving the protection of Ukraine's interests.
The Ukrainian National Bank (NBU) simplified the procedure for disclosing banking secrecy in February 2020.
In April 2023, Ukraine's Cabinet of Ministers approved a bill to expand the grounds for banks to disclose banking secrecy.
The Finance Ministry published the National Revenue Strategy in December 2023, which includes granting tax authorities access to depersonalized information about taxpayers, along with the volume and movement of funds in their bank accounts.
This part of the strategy calls for creating a separate secure circuit within the unified information and communication system for state finance management, with encryption (decryption) of current personal identifiers of taxpayers to ensure the security of their personal data.
The NBU reportedly decided in February 2024 to change the rules for maintaining banking secrecy.
