Ukraine has received 3.9 billion euros from the European Union under the first defense tranche of the Ukraine Support Loan program, with the funds transferred to the state budget's special fund, the Finance Ministry said on June 30.
According to the Finance Ministry, the funds will be used to finance priority defense needs, including strengthening Ukraine's defense industry and ensuring urgent supplies for the front line.
“The Ukraine Support Loan is part of the European Union's broader two-year support framework for Ukraine covering 2026-2027. The total value of the instrument is up to €90 billion ($106 billion),” the ministry said. “This decision allows Ukraine not only to cover its immediate financing needs but also to secure greater predictability in medium-term funding.”
Ukraine is expected to have access to up to €45 billion under the Ukraine Support Loan in 2026, including €28.3 billion earmarked for defense.
“The first defense tranche under the Ukraine Support Loan is an important practical step in implementing the European Union's new support framework for Ukraine. These funds will be directed toward what is most critical for our resilience today: expanding domestic drone production, strengthening the defense industry and meeting the needs of the Defense Forces,” Finance Minister Serhii Marchenko said.
The ministry noted that Ukraine had already received €3.2 billion from the European Union on June 25 as the first budget support tranche under the Ukraine Support Loan. With the latest disbursement, the total amount Ukraine has received through the instrument has reached €7 billion, the ministry said.
As previously reported, Ukraine received the first €3.2 billion tranche of the EU's Ukraine Support Loan on June 25.
On April 22, EU ambassadors approved a €90 billion loan package for Ukraine and endorsed the bloc's 20th sanctions package against Russia.
On April 23, Ukrainian President Volodymyr Zelenskyy said the first tranche under the support package could arrive as early as May or June.
